The committee consists of the commissioner or the commissioner’s designee, two members of the legislature selected by the presiding officers of the house and senate, and six people selected by the commissioner according to the following criteria:
Persons interested in serving on the committee should submit a resume and letter of interest to the commissioner. New terms begin March 1 of odd numbered years, or as determined by vacancies.

In 2017, the committee undertook an effort to review and propose criteria and standards to address cost-effective school construction in three areas: commissioning, design ratios, and model Alaskan schools.
In 2022, the committee adopted the first edition of design and construction standards for department use in evaluating projects seeking state aid.
